I received a notecard in-world with a workaround on how to solve the issue with system skirts:

There is a recent System Skirt Issue in the new SL build that hopefully they will catch on the next releases. Until then…if you are having problems with system skirts disappearing on you, try this method found on the SL forum. It worked for me.

1) Wear a system skirt, such as Asset ID: 64fc29a1-b205-00d2-4ae1-fd507030e948
Observe, the skirt texture will appear for a second or 2 and then turn entirely invisible. The skirt is still shown as being ‘worn’ in inventory.

2) Right-click yourself and go into appearance, or select the worn skirt in inventory and select ‘edit’
Observe the skirt appears correctly in the preview panes of the appearance edit menu.

3) Click ‘Close’
Observe the skirt disappears again when you exit the appearance menu.

4) Right-click yourself and go into appearance, or select the worn skirt in inventory and select ‘edit’ again

5) Select the ‘Skirt’ tab and adjust a slider. (e.g. length)
Observe the skirt disappears from your avatar.

6) Select ‘Save and ‘Close’
Observe the skirt now appears correctly on your avatar.

7) Unwear and wear the skirt several times.
Observe the skirt now appears on your avatar when worn in most cases without disappearing.

The listed workaround works fine for skirts if you have permissions to modify them, but for those you do not have permissions to modify, I’ve found the following works just as well.

Go into edit appearance
Goto the skirt tab
Remove the skirt (don’t close Edit Appearance)
Wear the skirt again
Now close Edit appearance

If you do it this way, the skirt tends to not disappear. On the other hand, every time I try to wear it without being in Editing Appearance mode, the skirt will vanish except for a funky little oval on my left leg. I hope this workaround helps someone.

    I have been very lucky not to have experienced the problem with system skirts. But when a friend IM’d me saying she could not wear the dress she just bought, it was panic stations!! She tried the above method, and hey presto!! Skirt!!
    It does work, better if the skirt is mod. I will be changing the permissions on my system skirts to allow mod, and hopfully work our way around this problem, until the Lindens take note and solve this problem.
